This has the same function as a life vest which helps to prevent a person from drowning. This is important in the case of someone who might accidentally fall in the water.

The colors of the garments are usually chosen based on what a person desires to do. If one likes to hunt they might decide to choose darker colors so that they can stay hidden. Others need to be seen for safety reasons so they would decide to go with a bright color like orange. However even though a person might choose a dark color, they usually have reflectors for increased visibility which is also true for the bright colored outerwear.
